Home solicitation or cooling-offN.J.S.A. 17:16C-61.3 says the act lets a consumer reconsider a retail installment purchase induced by door-to-door sellers and rescind if the buyer acts before 5 p.m. of the third business day after the contract is executed. N.J.S.A. 17:16C-61.5 covers a retail installment sale of goods, other than a motor vehicle, a boat, or those accessories, for a purchase price in excess of $25, entered into somewhere other than the retail seller's place of business. The buyer rescinds by certified mail, return receipt requested, postmarked not later than 5 p.m. of the third business day following the day the contract is executed, and gives up possession of goods already delivered. The section does not apply to telephone sales, mail order, or catalog sales placed by mail or telephone. It does apply when the buyer asked for a demonstration and did not also ask to enter the sale at that same time.https://law.justia.com/codes/new-jersey/title-17/section-17-16c-61-5/
In-person recording consentN.J.S.A. 2A:156A-4(d) says it is not unlawful for a person not acting under color of law to intercept a wire, electronic, or oral communication when that person is a party, or one party gave prior consent, unless the interception or use is for a criminal or tortious act or any other injurious act. Being the subscriber to a telephone is not consent for a communication among parties who do not include that subscriber. N.J.S.A. 2A:156A-2 defines an oral communication as one uttered by a person exhibiting an expectation that it is not subject to interception under circumstances justifying that expectation. The wire-communication definition is an aural transfer through wire, cable, or a like connection, including the radio portion of a cordless telephone, and it does not repeat that expectation sentence. The party exception therefore covers a phone talk and an in-person oral talk that meets the oral-communication definition.https://law.justia.com/codes/new-jersey/title-2a/section-2a-156a-4/
State solicitor or peddler licenseN.J.S.A. 45:24-9 gives two groups the right to hawk, peddle, vend, or solicit trade in the state by procuring a license under that article: a resident honorably discharged from active military service of the United States, and a resident exempt volunteer firefighter who holds an exemption certificate. The same section says a municipal ordinance may regulate hawking, peddling, and vending. A solicitor permit new jersey for a commercial crew is the city card in the table, which is the usual pattern.https://law.justia.com/codes/new-jersey/title-45/section-45-24-9/

The city

Door to door solicitation laws new jersey change at the city line

A solicitor permit nj is not one state badge. Newark requires a written permit from the Chief of Police before a person canvasses or solicits, and the code bars a knock at a premises on the city's No-Knock Registry. Jersey City requires a canvasser license, with the sworn application filed with the City Treasurer. Paterson requires registration with the Director of Public Safety, or the Chief of Police in that director's absence. Door to door solicitation laws new jersey are that municipal split. The cancel statute does not write the turf if the visit never hits the pin.

The registry you can open and the Certificate of Authority

Newark and Jersey City publish a No-Knock Registry the crew can take with the permit. The Division of Taxation still wants a vendor who makes retail sales to register before taxable sales.

Sales tax for in-home salesThe Division of Taxation says anyone who makes retail sales of products or services in the state is a vendor, and every vendor doing business in New Jersey must register at least 15 days before engaging in business activity by filing Form NJ-REG. Registration can produce a Business Registration Certificate and, if applicable, a Certificate of Authority to collect sales tax. Both certificates are displayed at the place of business or at an event where goods or services are sold.https://www.nj.gov/treasury/taxation/informationforvendors.shtml

The pin

The Chief of Police card does not write Not Home

Newark can issue the permit. Jersey City can hand over the registry. The visit still has to land on the address. Knockdesk is field sales software for the territory and the turf cut from it. Log the visit, including Not Home. Do Not Contact stays off the knock list and off coverage. Opt-in recording asks for consent before the file. Skip recording still logs the outcome. Score does not replace the outcome. Onboarding does not block knocks. Import and export only. The two rows, 14 Mercer Ave and 9 Hudson Rd, show the pin after the knock.
